The Parker Plan For A

A mayor’s first duty is to the people. Parker Stallings II is bringing a results-driven approach to Osceola focused on four core priorities: Utility Transparency, Fair & Open Bidding, Accountability in Leadership, and Cutting Waste to Lower Costs. This is a clear plan to make Osceola more affordable, more efficient, and more accountable to the people who live here.

UTILITIES & LOWER COSTS

Utility costs in Osceola are too high — and residents deserve answers. 

A major part of the issue comes from long-term agreements and how our system is currently structured. These decisions affect what we pay, how much control our city has, and how efficiently our utilities are run. As Mayor, I will take a hard look at these agreements and explore every option available to improve our position — including renegotiation or alternative solutions that give Osceola more control and help reduce costs for residents. I’m not going to make promises I can’t guarantee. But I will commit to this: we will fully evaluate where we stand, identify what’s driving costs, and push for the best possible outcome for the people of Osceola.

Having worked for Osceola Light & Power, I understand how these systems operate and how decisions at the top affect what you pay every month. That experience matters — because fixing this starts with understanding it.I will also explore opportunities to bring fiber infrastructure into Osceola. Reliable, affordable internet is essential for families, businesses, and future growth — and it’s something our city should be actively working toward.

MAKING EVERY DOLLAR COUNT

Most of the work in Osceola is done by our own city employees — and that’s something we should take pride in. Instead of always looking outside, I want to focus on strengthening what we already have. That means giving our workers the support, expectations, and incentives to find smarter, more efficient ways to get the job done. When the people doing the work are invested in saving time and money, the entire city benefits. We get better results, lower costs, and a stronger sense of ownership across every department. This is about building a culture where doing things right and doing things efficiently is recognized — and where every dollar is treated like it matters.

Accountability in Leadership

Leadership should answer to the people — and right now, too often, it doesn’t. As Mayor, I will make city operations more open and accessible through regular updates, clear communication, and straightforward reporting that people can actually understand. If something isn’t working, you deserve to know why — and what’s being done to fix it. My administration will be focused on solving problems, not avoiding them, and making sure the people of Osceola are always informed about the decisions that affect their lives.

Cutting Waste & Lowering Costs

Osceola residents are paying too much to live in their own city — and that needs to change. As Mayor, I will review current spending, identify inefficiencies, and focus on cost-saving measures that directly benefit residents. Every department should be working with the same goal: doing the job right while using resources wisely. This isn’t about cutting corners — it’s about cutting waste, improving efficiency, and making sure taxpayer money is being used where it actually matters. Every decision should be measured by one question: Does this help the people of Osceola?
